The Comptroller and Auditor General of India in a recent reply to an RTI stated that it does not conduct an audit of the Auroville Foundation. The CAG is mandated to maintain proper “accounts and audit” as per Sec (26) of the Auroville Foundation Act.
The website of Auroville states that the CAG does an audit in addition to internal and external audits
An Enquiry committee report is pending in the Ministry of Education recommending CBI, ED & Income Tax investigative agencies including NIA in Auroville since September 2019. It cites many serious sections of the Indian Penal Code. Adding to this report many relevant sections of the Prevention of Money Laundering Act & Prevention of Benami Transaction (Prohibition) Act are also applicable.
The CAG Annual Reports confirm that Auroville has never been audited directly. Audit Reports | Comptroller and Auditor General of India (cag.gov.in)
The CAG observed many serious irregularities in their special audit in Auroville Annual Reports 12-13,13-14,14-15,15-16,17-18 citing that “internal audit is inadequate” however in 18-19 it appears that the CAG has made no special audit whatsoever.
The consolidated balance sheets are missing in the Auroville Annual Reports of 04-05, 05-06, 06-07, 08-09,09-10. In the Rajya Sabha also questions were asked due to the delay. The consolidated balance sheets start reflecting from 10-11.
Sec (4) of the Auroville Foundation Act has been willfully avoided which facilities Auroville International to operate as an independent body collecting donations in their countries showing Auroville and its villagers, a project of the Republic of India.
The Auroville Foundation has no way to monitor the donations collected. Trusts of Auroville and its affiliates also raise donations on their own which is largely unaccounted for.
